The history of the Japan-Holland relationship goes back to 1600, when the Dutch ship De Liefde arrived in Usuki, Oita Prefecture. In 1609, the commerce institution in Hirado, Nagasaki, began to serve as a central base for trading. After Japan opened its doors to other internationals in 1858, the Treaty of Amity and Commerce between Japan and Holland was signed, and still today, exchanges between the two countries continue. Commemorating the 150th anniversary of the Treaty of Amity and Commerce between Japan and Holland in 2008 as well as the 400th anniversary of the trade between the two countries in 2009, the National Film Center presents the Holland Film Festival, co-organized by the Kinema Junpo corporation.

The program includes "De Smaak Van Water" (Taste of Water, 1982) and "De Verstekeling (The Stowaway, 1997), which were introduced at other Dutch film festivals before, three films introduced at the Aichi International Women's Film Festival and Yamagata International Documentary Film Festival, three films to be screened for the first time in Japan, "Duska", the most recent piece by internationally renowned filmmaker Jos Stelling, blockbuster films "Love is All", "Dunya & Desie", short animations and more, presenting remarkable films created after the 1980s.
