The ARCUS Project is an artist-in-residence program organized by the Ibaraki Prefectural Government that was launched in 1994 with a focus on nurturing young and mid-career visual artists and on fostering grounds for international exchange in the arts as well as in the local community. To date, 97 artists from 31 countries/regions have been invited to participate and engage in creative work, research, and cultural exchange programs. This year, which marks the 24th year since the inauguration of the project, 4 artists from 4 different countries/regions - namely Mexico, Belgium, Romania, and the United States - will participate as 3 separate artists/artist units and develop their artistic activities while based at ARCUS Studio located in Moriya City, Ibaraki.  The Artist-in-Residence Program, which concentrates on the development of the artists, is complemented by ARCUS Cafe Program, which focuses on promoting exchanges and interactions between artists and the community through workshops and lectures.
