Tokorozawa City in Saitama Prefecture has a history of hosting experimental and independent exhibitions by contemporary artists. This event is the sixth edition of Railroad Siding, a bi-annual art festival that was initiated by local artists in 2008. Unlike with most large-scale art exhibitions, there is no unified theme or direction determining this event. Instead, artists and critics active in various fields will come together to face each other on the site of a former school dinner center, creating their expressions from scratch.

This event has three strands:
① Exhibition taking place in an alternative non-gallery/museum setting, namely a former school dinner center (closed in 2009, used as emergency supply store since 2011).
② “Another Place for Expression” book to be published following the exhibition (including various essays and photographs documenting the event).
③ Talk events with various artists and writers scheduled throughout the exhibition period.
