Born 1964 in Tokyo. Joined the Korean newspaper company Shinhosha in 1992 and became a freelance photographer after leaving the company. Graduated from the research department of the Tokyo Sogo Photography College in 2002. Published the photo collection "Moon Residence" (Toseisha) and held solo show at the Shinjuku Nikon Salon. From 2004-5, held the "Out of Ordinary" international traveling exhibition with the aid of an international exchange grant. Lives and works in Tokyo.

あえて言葉にするなら、個々の写真に写し出されたイメージよりも、展示全体を通して鑑賞者が感じ取ることを重視しているようで、展示空間に身を置きつつ「漠然と感じられるなにか」を受け止めるような構成になっているといえようか。自分自身も、できるだけ複数の作品を視野に入れつつ、全身の感覚で受け止めるように鑑賞していた。

秦氏の作品は文字通りの意味でストレートに日常をテーマにした、いわば「私写真」の系譜に連なるものだ。かつては新しい写真表現として受け止められていたテーマであり、展示されている作品もストレートフォトグラフィーの最も純粋な形式をとっているが、既にそういったモードや手法は消費しつくされてしまい、現在ではコンサバティブな立ち居地を占めているといえよう。
